Random events disabled - possible to become noble

Enlisting in war is a way of getting imperial reputation, but I think I started my game and have played it for a while, but cannot become noble, as no wars have started. I think the box for no random events is checked. Does that mean I cannot become a noble?

hi!

You can send your kids to the noble's school, that gives you fame. Also as Sovereign you should gain fame every round. I also think there is an upgrade in your residence that raises your fame ... could be guild fame only though ...

Btw: the random events are not connected to the war feature as far as i know
