I would change how the relation is calculated. To not make it overly complex, I think you should stick to have relations between dynasties.
Relation should go from -100 to +100 (or some other number, just make it large enough). Relation should automatically seek to the center, so when there's no bad or good actions, it will go towards neutral. The actual relation should be calculated through subrelations. Competition, religious views, social, generousity (gifts/bribes), reputation, hostile actions (sabotage), good actions (take down pramphlet about a member of their dynasty, forgive sins, take dynasties side in a trial/election etc). Unless reputation, religious views, or competition (like owning same type of shop in same town) changes, these will be constant relations. Social, and actions however will automatically go slightly towards zero for each turn.
Bribes should be actions possible during election, and trial to make a person vote in your favour, but relation drop on dismissal is large, and relation increase on acceptance is very small. Finding good gifts, and sending them to their house, meet them "accidentaly" in the pub, hold a feast in your house or chat about the weather in the marketplace, is much more important for building the social relation.
